VN top 10 provinces for digital transformation: Da Nang, HCMC, Hue lead the way

Da Nang, Ho Chi Minh City, and Thua Thien Hue topped the 2023 Digital Transformation Index (DTI) rankings, while Hanoi made an impressive leap, climbing 18 places to sixth position among Vietnam’s 63 provinces and cities.

The report, published by the Ministry of Information and Communications (MIC), highlights the nation’s steady digital progress, with Vietnam’s overall DTI score rising by nearly 51% since 2020.

The Ministry of Information and Communications (MIC) recently released the 2023 Digital Transformation Index (DTI) Report, evaluating digital progress across government agencies, ministries, and localities.

This marks the fourth consecutive year that MIC, under the National Committee on Digital Transformation, has conducted and publicly disclosed this assessment.

Data was collected from official reports submitted via the online system (dti.gov.vn) and supplemented with insights from various digital platforms and information systems managed by MIC and other agencies.

Compared to previous years, Vietnam’s overall DTI score increased at a slower rate in 2023 as many indicators had already reached high levels. The national DTI score stood at 0.7326, reflecting a 3% growth from 2022 and a 50.8% increase since 2020.

Among different governmental categories:

Ministries providing public services had an average DTI score of 0.6355

Ministries without public services scored 0.4347

Provincial and municipal governments averaged 0.6783

While all provinces and ministries recorded positive growth, 84 out of 88 evaluated entities scored above 0.5, indicating a strong nationwide commitment to digital transformation.

Da Nang, Hanoi, and Ho Chi Minh City excel in digital governance

In the government sector, the Ministry of Planning and Investment (MPI) retained its top position for the second consecutive year, with a DTI score of 0.8372.

It was followed by the Ministry of Finance, the State Bank of Vietnam, the Ministry of Natural Resources and Environment, and the Ministry of Information and Communications.

Among ministries without public service functions, the Vietnam Academy of Science and Technology led the rankings, followed by the Committee for State Capital Management, Vietnam Television, the Vietnam News Agency, and the Committee for Ethnic Minority Affairs.

Da Nang leads digital transformation at the provincial level

For the fourth consecutive year, Da Nang ranked as Vietnam’s top-performing province in digital transformation, achieving a DTI score of 0.8340.

The top 10 provinces and cities in digital transformation for 2023 were:

Da Nang

Ho Chi Minh City

Thua Thien Hue

Lang Son

Can Tho

Hanoi (up 18 places from 2022)

Binh Duong

Hai Phong

Bac Giang

Ba Ria - Vung Tau

Among the most improved provinces, Ca Mau saw the highest jump in rankings, followed by Ha Giang, while Vinh Phuc experienced the largest decline.

Da Nang topped five out of eight key digital indicators, including:

Digital awareness

Digital governance

Human resources development

Cybersecurity

E-government operations

The MIC report emphasized that while digital transformation efforts have been progressing strongly, most provinces are still at a moderate level.

Authorities urged continued investment in technology infrastructure, human resource development, and digital public services to achieve sustainable digital transformation.
