On March 28, 2025, Le Quang Huy, Chairman of the National Assembly's Committee for Science, Technology, and Environment, along with Deputy Minister Bui Hoang Phuong and a delegation from the Ministry of Science and Technology, held a working session with the Ministry of Science, Research, and Innovation of the Czech Republic.

This meeting took place as part of the official visit of the Vietnamese committee to the Czech Republic, aiming to strengthen bilateral cooperation in science, technology, and innovation.

Strengthening scientific research and innovation cooperation

Both Vietnam and the Czech Republic recognize the pivotal role of science, technology, and innovation in economic and social development, as well as in enhancing national competitiveness.

The meeting focused on research cooperation policies and the importance of innovation in creating economic value, sustainable growth, and addressing global challenges such as climate change, energy security, and high-tech development.

Deputy Minister Bui Hoang Phuong expressed great interest in learning from the Czech Republic’s policies and mechanisms for fostering scientific research and innovation. He emphasized the importance of technology transfer and commercialization to increase added value and support sustainable economic development.

Highlighting Vietnam's commitment to digital transformation, the Deputy Minister noted that Vietnam is prioritizing foundational technologies such as artificial intelligence (AI), blockchain, and biotechnology.

Close cooperation with technologically advanced countries like the Czech Republic will significantly boost the effective application and sustainable development of these technologies.

The Czech Ministry of Science, Research, and Innovation shared its approach to fostering innovation, which emphasizes strong connections between research institutions and businesses.

The ministry is responsible for allocating resources to research and development programs while working to complete the legal framework to facilitate technology transfer from research institutes and universities to businesses.

The Czech Republic has also invested in applied research, with interdisciplinary programs enhancing collaboration between universities, research institutes, and businesses.

Notably, the country uses a comprehensive evaluation mechanism, implemented since 2017, that measures research outcomes based on real-world applications and the number of publications in reputable scientific journals. This system ensures that research results translate into practical economic and social value.

Areas of potential cooperation

During the meeting, the Czech Republic presented several prominent collaboration programs led by the Ministry of Industry and Trade, focusing on cutting-edge technologies such as AI, semiconductors, and quantum technology. Biotechnology, a long-standing focus of the Czech Republic, is now one of the country’s key areas in its national innovation strategy.

Vietnam expressed a strong desire to learn from the Czech experience in establishing policies to encourage business participation in research, creating open research platforms, and promoting technology transfer.

Later that day, Deputy Minister Bui Hoang Phuong led the Vietnamese delegation in a working session with the Czech House of Representatives to further discuss cooperative strategies./.
