On March 1, 2025, the Prime Minister signed Directive No. 05/CT-TTg, outlining key priorities and breakthrough measures to drive economic expansion, accelerate public investment disbursement, and ensure national GDP growth of at least 8% in 2025.

Technology-driven economic growth

The directive emphasizes that achieving 8% GDP growth in 2025 is challenging but essential for Vietnam to maintain momentum for double-digit growth in the following years. The government is committed to executing this strategy under the principle:

"The Party has directed, the Government is united, the National Assembly agrees, the People support, and the Nation expects - so we must act decisively without hesitation."

One of the government’s core economic strategies is to drive growth through science, technology, innovation, and digital transformation, while enhancing labor productivity and fostering a high-quality workforce. The goal is to ensure sustainable, inclusive, and people-centered development.

To achieve this, the directive identifies new growth drivers and emphasizes breakthrough advancements in science, technology, and digital transformation as key pillars for Vietnam’s future economic success.

Accelerating 5G commercialization and next-generation technology development

The Ministry of Science and Technology has been assigned to speed up 5G commercialization, laying the foundation for nationwide 5G deployment in 2025. The directive also calls for intensive research into 6G technology to ensure that Vietnam remains at the forefront of telecommunications innovation.

Additionally, the government is prioritizing the development of telecommunications satellites and the upgrading of Vietnam’s national telecommunications infrastructure. Investments in high-speed broadband networks and fixed-line infrastructure will be expanded to enhance digital connectivity nationwide.

Vietnam also aims to strengthen its space technology sector, with the Ministry tasked with reviewing and implementing strategies for marine space, underground space, and outer space research.

Boosting digital transformation and economic security

The directive calls for comprehensive digital transformation across all sectors, leveraging science, technology, and digital innovation to create a robust digital economy. Cybersecurity and network safety remain top priorities as Vietnam expands its digital infrastructure.

The Ministry of Science and Technology is also tasked with supporting agriculture enterprises by facilitating access to capital and encouraging the adoption of high-tech solutions in production and processing.

These initiatives aim to enhance productivity, improve product quality, and increase market competitiveness for Vietnamese agricultural exports./.
