Viet Nam Science and Technology Exchange launched

On June 30, the Ministry of Science and Technology held a ceremony to launch the Viet Nam Science and Technology Exchange and outline development directions for the coming time.

Deputy Minister of Science and Technology Hoang Minh attended and chaired the ceremony.

Digital transformation and innovation are a global trend, the technology market is emerging as an important driving force for economic growth, especially in developed countries.

According to the World Intellectual Property Organisation and the World Bank, economies with effectively developed technology markets often record 3-5 times higher levels of investment in research and development (R&D) and invention commercialisation than countries without a professional technology market.

In member countries of the Organisation for Economic Co-operation and Development (OECD), the technology market has played a crucial role in enhancing national productivity and competitiveness. It serves as a bridge between research and application while promoting the commercialisation of intellectual property and knowledge transfer.

Since the 1990s, the technology exchange model has been formed and strongly developed in the US, Europe, and China. It is not only a connecting platform but also an institution integrating evaluation, valuation, legal and financial consulting, quality standards and intellectual property services.

As a pioneer country in Asia, China successfully built and commenced operation of the Shanghai Technology Exchange (STEX) in 1993. From a small-scale technology brokerage centre, STEX has become the core of Shanghai's innovation ecosystem.

By 2023, STEX recorded more than 4,000 technology transactions with a total value of about 60 billion USD. This model has clearly demonstrated the important role of technology exchanges in connecting technology supply and demand, helping technology become a special commodity that can be measured and transferred transparently.

Viet Nam has gathered the premise to develop technology transactions, from the policy on breakthroughs in science and technology development, innovation, and national digital transformation (Resolution No. 57-NQ/TW and Resolution No. 193-NQ/TW) to the increasingly complete digital infrastructure and businesses’ urgent need to improve productivity, innovate technology, and escape the "low value-added trap".

For over 10 years, Viet Nam has developed and operated a network of 22 local technology portals and organised large-scale technology matchmaking events such as Techmart, Techconnect and Innovation, and Techfest. These platforms have laid a solid foundation for developing the technology exchange model.

From international experience, it is evident that the technology exchange is not only a technical tool, but also a core infrastructure institution to promote innovation and develop the knowledge economy. The birth of the Viet Nam Science and Technology Exchange with the role of an "extended hand" between research, production and the market.

Currently, Phase 1 of the Viet Nam Science and Technology Exchange features information on 600 technologies available for sale in the form of equipment and machinery; 50 technology purchasing needs; and 150 technology consultants and brokers. The platform also allows organisations, businesses, and individuals to showcase and introduce technologies and equipment for sale via booths.

To complete Phase 2 of the Viet Nam Science and Technology Exchange, expected by November, relevant agencies will need to develop additional features such as online technology supply-demand interaction; technology consulting and brokerage; tools for statistics on transaction quantity and value; and consulting services on finance, intellectual property, technology transfer, etc. At the same time, it is necessary to develop, perfect, and connect the exchange with national databases on science, technology, and innovation, combining both online and offline exchanges.

The Viet Nam Science and Technology Exchange is developed and operated under a public–private partnership model, in which the state invests in infrastructure and the online platform, shares science and technology databases, and implements support policies for businesses engaging in technology transactions, ensuring safety, transparency, and consistency.

The establishment of the Viet Nam Science and Technology Exchange is expected to become a new growth driver, making a significant contribution to modernising science and technology institutions and the transformation of the economic development model in depth./.
