Attending the Congress were more than 700 delegates from 141 UPU members and observers from international organizations in the United Nations system and relevant NGOs.
The 2nd Extraordinary Congress examines a number of issues relating to the current world postal strategy, along with other urgent matters facing the Union and postal sector, efforts to reform the UPU, aimed at improving and speeding up decision making within the Union.
Under the authorization of the President and the Prime Minister, the Head of the Vietnamese delegation has signed the amendments and supplements to the UPU Documents at the 2nd UPU Extraordinary Congress on behalf of the State and Government of Vietnam.
During the Congress, the UPU held the UPU Ministerial Conference 2018 with the theme "Promoting the postal sector as a driving force for socio-economic development" in two days from 6-7 September, 2018. The conference is an opportunity for member countries to share their experiences and update on new policies for the development of the postal sector in the digital age to ensure that postal services take advantage of opportunities and potentials. Deputy Minister Nguyen Minh Hong spoke in the 2nd session entitled "Encouraging investment in the postal sector". The discussion of Vietnam and video clip about the investment and development process of Vietnam Post were highly appreciated by the Conference.
The Vietnamese delegation also held bilateral meetings and talks with the head of the delegation of Japan, Nepal to enhance cooperation and look forward to learning experiences on postal renovation as well as facilitating the exchange of experience and cooperation of post enterprises.
