Report on National Digital Transformation (June 2024)

The Government prioritize resources for completing key digital transformation tasks outlined for 2024. Additionally, more efforts are needed to fully integrate electronic data management across government systems, improve digital public services, and expand digital infrastructure to further Vietnam's digital transformation goals.

1. Completion of Legal Frameworks and Policies for Digital Transformation

In June 2024, significant efforts were made to enhance the legal environment to foster digital transformation. The key legal instruments introduced include: 10 Government decrees, 6 Prime Minister's decisions, 2 Prime Minister's directives, and 5 ministerial circulars were issued in the first six months of 2024. 

 Notably, the Government issued Decree No. 63/2024/ND-CP on June 10, 2024, concerning the linkage of two groups of administrative procedures: birth registration, permanent residence registration, and health insurance card issuance for children under 6 years old, as well as death registration, permanent residence cancellation, and funeral fee processing. The Government approved the necessity of drafting a Data Law, covering key policies such as the development of national data centers, managing data as assets, data commerce, and the creation of a National Data Development Fund.

Additionally, 62/63 provinces have introduced policies to reduce or waive fees for online public services, while 15 provinces have enacted policies to cut processing times to encourage digital service usage.

2. Leadership and Governance of Digital Transformation

Key activities in the first half of 2024 and June include:

+ The National Committee on Digital Transformation held its 8th plenary session on April 24, 2024, and two specialized conferences in May and June, focusing on digitalizing the agriculture sector and successful digital transformation models in ministries. 

+ Prime Minister's Directive No. 56/CD-TTg, issued on June 6, 2024, calls for increased management of e-commerce and digital platform businesses. 

+ Government Resolution No. 82/NQ-CP from June 5, 2024, emphasized the need to simplify administrative procedures and digitize public services. 

+ The State Bank of Vietnam held a "Digital Transformation Day" conference in May 2024 with the theme "Expanding Connectivity and Developing the Digital Ecosystem."

All 22 ministries and 63 provinces have fully restructured their Digital Transformation Steering Committees.

3. Development of Digital Data

Government agencies continue to utilize and operate national databases to enhance governance and public service delivery:

+ 17 ministries and 54 provinces have issued data catalogues as required by regulations. 

+ The national population database has been linked with 18 ministries and 63 provinces, as well as with four enterprises. The National Data Integration and Sharing Platform connects 95 agencies and units, handling approximately 2.5 million transactions daily.

4. Development of Digital Infrastructure

The Ministry of Information and Communications (MIC) has directed telecommunications companies to improve digital infrastructure for national digital transformation.

+ Internet speeds for both fixed broadband and mobile networks have improved compared to early 2024, with mobile broadband download speeds increasing by 10.42% and fixed broadband speeds by 27.13%. 

MIC continues to push for quality enhancements in services and adherence to industry standards.

5. Digital Government and Online Public Services

+ 81% of administrative procedures are now offered as online public services, with 48% being fully processed online. 

+ The National Public Service Portal has more than 4.8 million registered accounts and processed over 13.9 million online records in the first half of 2024. There have been over 7.4 million online transactions, totaling more than VND 4,620 billion. 

+ The portal has integrated 150 systems and databases from various agencies, providing more than 4,500 online public services.

6. Development of the Digital Economy and Digital Society

+ The implementation of e-invoices generated from point-of-sale (POS) systems has been a major focus. As of June 14, 2024, 67,658 businesses and commercial entities have registered to use e-invoices, generating over 516 million e-invoices. 

+ Vietnam's digital economy saw growth in key areas such as mobile apps, with eight mobile applications surpassing 10 million users, including Zalo, Zing Mp3, Ví MoMo, and VNeID. 

+ The MIC has collaborated with the Vietnam Chamber of Commerce and Industry (VCCI) to promote digital technology products under the "Make in Vietnam" initiative in both domestic and international markets. 

+ Mobile Money services have also grown, reaching over 8.8 million customers by May 2024, with 72% of users in rural and remote areas. The service recorded over 119 million transactions worth more than VND 4,462 billion.

7. Cybersecurity

The MIC continues to monitor and enhance cybersecurity across Vietnam's digital infrastructure:

+ The ministry operates a national system to detect and block malicious domains, preventing more than 12,818 websites from violating the law, including 3,170 phishing sites. 

+ Efforts to ensure network safety include coordinating with telecommunications and internet service providers to block harmful websites, protecting over 10.98 million users from fraudulent sites./.
