Report on national digital transformation (July 2024)

The July report on digital transformation highlighted the significant achievements that Vietnam has made in the digital transformation process. However, there are still many challenges that need to be addressed to achieve sustainable development goals.

1. Completion of Legal Framework for Digital Transformation

In July, ministries focused on building and issuing policies to complete the legal environment for promoting national digital transformation. Specifically, in July, 1 decree and 4 circulars were issued. 

Since 2020, the political system has issued many important legal documents to promote digital transformation: 

+ The National Assembly issued 3 laws directly affecting national digital transformation. 

+ The Government issued 2 resolutions and 19 decrees related to this field. 

+ The Prime Minister issued 21 decisions and directives. 

+ Ministries, sectors, and localities issued dozens of circulars and guiding documents to accelerate digital transformation.

2. Leadership and Governance of Digital Transformation Implementation

This month saw strong leadership directives aimed at promoting digital transformation: 

+ The Prime Minister chaired the 9th meeting of the National Committee on Digital Transformation on July 10, 2024. 

+ A conference to promote digital transformation was held on July 19, 2024, with the participation of the Prime Minister, ministers, and local leaders. 

+ Decision No. 715/QD-TTg was issued to reorganize the members of the National Committee on Digital Transformation.

+ The restructuring plan for VNPT Group until 2025 was approved, aiming to restructure and optimize the group’s operations in the context of digital transformation.

3. Provision of Online Public Services

Online public services continued to expand and improve: 

+ The rate of fully online processed applications reached 43% in July. 

+ Ministries and sectors achieved an average rate of 59.68% for fully online public services, with some ministries reaching 100%. 

+ Localities had an average rate of 55.38%, with Da Nang leading at 95.56%. 

+ 62/63 localities issued policies to waive or reduce fees and charges to encourage people to use online public services.

4. Development of Platforms and Management Systems

The construction and implementation of IT management systems continued to see significant results:

+ The rate of work records processed in the online environment at the ministry level reached 89.35%. 

+ 100% of document management and administration systems were connected through the National Document Interconnection Axis. 

+ More than 533 million transactions were connected and shared through the National Data Integration and Sharing Platform as of the end of July. 

+ The National Public Service Portal provided 4,497 online public services, and over 343.8 million records were synchronized.

5. Development of the Digital Economy

The digital economy saw impressive growth in July, with the following highlights:

+ Online tourism grew by 82%. 

+ Digital payments increased by 19%. 

+  E-commerce grew by 11%. Additionally, Vietnam currently has approximately 45,500 IT businesses in operation, making a significant contribution to the growth of the digital economy. Furthermore, over 87.08% of adults in Vietnam now have bank accounts, facilitating the development of digital financial services.

6. Development of a Digital Society

Digital transformation has positively impacted not only the economy but also society:

+ The percentage of adults with digital signatures or electronic signatures increased from 3% to 13.5%. 

+ The Ministry of Public Security has issued identification numbers to 100% of citizens and more than 86.3 million chip-based ID cards.

7. Information Security

In the context of strong digital transformation, information security issues have also been of special concern: Forms of online fraud and ransomware attacks have been on the rise. As of July, 76.5% of information systems had been approved for security proposal levels, helping to enhance the security of digital systems./.
