Deputy Minister of Information and Communications Nguyen Thanh Hung considered that the cooperation among government agencies, universities and businesses played an important role in solving information security issues. In addition, several other factors such as: standards, confidence building, training of human resources were also needed.
Mr. Alan Cytryn agreed that the Government alone could not ensure information security. However, the Government plays an important role in cases such as legal supports for oversea businesses or signing of an international agreement; development of an information center for businesses to share information; etc.
In the case of Vietnam, Mr. Alan Cytryn said that the Government's role was to coordinate with businesses to build standards and enforce these standards.
Deputy Minister Nguyen Thanh Hung said: Unable to against hackers without the cooperation between countries and organizations. However, this cooperation needs to have faith. But in fact, agencies do not want to share information with others and this makes a negative impact on the fight against hackers.
Sharing on human resources for information security, Mr. Alan Cytryn appreciated Haiphong’s solution in selecting 20 people from several companies of some sectors and inviting foreign experts to train them in 4 weeks. After the training, they returned to their companies and provided the training to other people. They will help the companies in evaluating their information security. Mr. Alan Cytryn shared, the Ministry needed to develop standards, form a team of experienced consultants in the field of information security, etc.
