As reported by Authority of Telecommunications, the schedule for connecting operators with the National Switching Center for portability was expected to be May, 2015, however be delayed until December, 2015. In the implementation, the relevant contents will be included in the drafted circular concerning to mobile number portability, provided by Authority of Telecommunications. For contents related to specifications of MNP system, selected MNP contractors will be clarified and agreed with operators. Fees and charges of the service will be regulated by MIC regulations. The related fees and procedures will be specified in the guidelines or circulars.
The expected process for mobile number portability includes 7 following steps: Receipt of requests; Checking conditions of the required subscriber; Scheduling the portability; Implementing the portability; Updating routing information; Synchronizing the database and subscriber information; Notifying customers about information of the portability process.
Speaking at the meeting, Deputy Minister Pham Hong Hai said, the scheme of National Mobile Number Portability aimed to create the healthy competition between telecommunications operators, to ensure better quality services. MIC would be based on the reality to conduct mobile number portability, because this service was beneficial to consumers but had to be prepared carefully to avoid waste. He also required telecommunications operators to focus on the technique to effectively piloting the service; Authority of Telecommunications to build and perfect related draft circulars and regulations concerning the portability.
