Connections, sharing of data via national data exchange platform to be promoted

To promote data exchange among agencies, the Ministry of Information and Communications has instructed ministries and provinces on how to connect and exchange data via national data exchange platform (NDXP).

The UN’s 2018 and 2020 reports on e-government pointed out that data is becoming increasingly important in developing services towards digital government, digital economy and digital society. Data sharing simplifies procedures and changes the organizational model and the way services are provided.

In Vietnam, under the strategy on e-government and striving for digital government in 2021-2025 with a vision towards 2030, the Prime Minister said data are new resources. State agencies provide open data to serve the development of digital government, digital economy and digital society. State agencies connect and exchange data so that people only have to provide information once to state agencies and units providing essential public services.

The sharing data among state agencies, especially data from the national databases and information systems, will help optimize the value of data, as well as improve the quality of public services provided to people and businesses, a process under which users are put in the center.

The Government’s Decree on management, connection and sharing of digital data among state agencies and the Vietnam E-government Architecture Framework clearly stipulates that the connection of information systems and database has to be implemented through NDXP.

The Prime Minister has assigned the Ministry of Information and Communications to build and put NDXP into use, serving the connection, integration and sharing of information.

To date, NDXP has connected over 90 ministries, branches, localities and enterprises, 10 databases and eight information systems. The total number of transactions carried out via NDXP was 180,919,031 in 2021. There are about 500,000 transactions implemented daily through the platform. If each transaction helps save VND3,000, the total money the society can save amounts to hundreds of billions of dong.

MIC has sent a document to ministries, branches and localities, guiding the connection and sharing of data via NDXP. The guidance will help make the connection and sharing of data among information systems of state agencies become convenient.

The sharing and opening of data among state agencies is of utmost importance, creating a premise to promote digital transformation in Vietnam on all three pillars of digital government, digital economy and digital society. This is one of the main criteria that MIC uses to assess digital transformation levels implemented by ministries, branches and local authorities every year.
