The weekly test results will be published on the Vietnam Telecommunications Authority's website. The test results are analyzed by the Vietnam Internet Network Information Center (VNNIC)’s VNNIC Internet Speed system (including the measurement system through the website speedtest.vn, i-speed.vn and the i-Speed application installed on mobile devices).

Launched in April 2021, i-Speed is a neutral Internet speed measurement tool, reflecting accurate, objective results. This Make in Vietnam application is the official testing app of the Ministry of Information and Communications. This is the only Internet access speed measurement application in Vietnam that is free of data charges.

To test Internet quality, users can download the i-Speed application of on both iOS and Android platforms.

Besides the basic features of an Internet access speed measurement system, i-Speed also measures the ability to access the new generation of Internet IPv6, a parameter that is not currently supported by foreign systems.

The i-Speed application helps users to self-test and evaluate the quality of Internet access services. The evaluation of Internet quality from user experience (crowd-sourcing) is an advanced method applied by many countries around the world.

Statistics from the Vietnam Telecommunications Authority show that the average download with Vietnam's fixed broadband network in the first week of August was 59.34 Mbps. The average upload was 56.3 Mbps. Latency (Ping, Jitter) in the country was about 18ms.

Some provinces and cities with higher Internet speeds than the national average include Dak Lak, Phu Tho, Bac Ninh, Quang Ninh, Da Nang, and HCM City.

In the opposite direction, the provinces and cities with lower Internet speeds than the national average include: Dien Bien, Ha Tinh, Ha Nam, and Yen Bai.

According to the Vietnam Telecommunications Authority, the publicity of test results is a measure to ensure the interests of Internet users. Users can self-check and evaluate the quality on the basis of the network's commitment. Besides, network operators also can actively improve their service quality, to best serve users.

With the advantages of the i-Speed application, the Ministry of Information and Communications encourages people to install and use the i-Speed application regularly.
