Quality of Telecoms services to be announced on carriers’ websites

Telecoms carriers have to provide information on management of their own telecoms services’ quality on “Management of service quality” section on their website. It is regulated by Circular numbered 08/2013/TT-BTTT of MIC concerning management of service quality.

Licensed telecommunications carriers are responsible in publishing standards which are self-applied to telecommunications services not in the "List of Required Quality control Telecommunications services" on their websites. At the same time, carriers have to announce their service quality under the national technical regulations for telecommunications services in the "List of required Quality control Telecommunications services", the announced quality is not contrary to national technical regulations.
 
Ministry of Information and Communications requires telecommunications carriers in their service contracts on  postpaid services have provisions on quality of services that they provide.

Ministry of Information and Communications requires licensed carriers open “Management of service quality” section in their own websites having these following information: Names of all telecoms services provided, Technical criteria for each service; Quality Record of all services offered by the carrier; periodical reports submitted to Authority of Telecommunications on quality of telecoms services; Results of regular tests on quality of telecoms services done by the carrier; Address, telephone number of contact persons dealing with customers’ complaints; Process of receiving and dealing customers’ complaints; Support information.

 Licensed telecoms providers are responsible in publishing the quality of telecoms services which aren’t in the “List of required quality control telecommunications services” on their websites.

The Circular will take effect from May 10, 2013.
