The management of prepaid mobile communications has still involved many problems in spite of decreased virtual mobile subscribers, said Nguyen Van Hung, Director of Inspection Department. ”Inspection will help the authority have a close-up view of the carrier’s prepaid mobile subscribers management and therefore adjustment of legal documents will be done if necessary.

According to Pham Hong Hai, Director of Telecommunications Authority, the active involvement of mobile operators play an important role in management of prepaid mobile subscribers and prepaid SIMs. “Telecommunications Authority suggests mobile carriers strictly adhere to regulations on managing prepaid subscribers, especially their sale systems”.

Total activated subscribers in the country reached 1.3 million, 3 million and 5.5 million in October, November, December 2012 respectively. However, activated SIM in the first 2 months of the year 2013 reduced ten times compare to the last 3 months of 2012 with only 34,254 new SIMs and 21,009 newly activated SIMs (for kits launched before January 1st , 2013) and 46,102 new SIMs and 33,258 newly activated SIMs (for kits launched after January 1st , 2013).

The reduction of newly activated SIMs has given a signal that growth of prepaid mobile subscribers  become more stable with the decrease of virtual subscribers, says Vice Minister Le Nam Thang. Tight management of new SIMs is in line with sustainable growth orientation of telecoms market, ensuring healthy competition.
