Annoucement of the establishment of the Viet Nam Telecommunications Authority

The commencement ceremony of Viet Nam regulatory body within the Ministry of Information and Communications, which has established under the Prime Minister’s Decision, namely in full as Viet Nam Telecommunications Authority and VNTA in short, was hold today in Ha Noi and coincided with the 66th anniversary day of the Viet Nam Post and Telecommunications sector. The Viet Nam Telecommunications Authority is the 159th established regulator among 192 state members of International Telecommunication Union (ITU).

According to the Prime Minister’s Decision No. 35/2011/QD-TTg dated June 27th, 2011 on functions, rights, responsibilities and structural organization of the Viet Nam Telecommunications Authority within the Ministry of Information and Communications, the Viet Nam Telecommunications Authority shall be an agency performing the consultative and regulatory functions in the field of telecommunications nationwide.

The Viet Nam Telecommunications Authority, which is established based on the merger of the two agencies within the Ministry of Information and Communications, those are the Department of Telecommunications and the Authority of Information and Communications Technology Quality Control, shall inherit both the regulatory experience of the Authority of Information and Communications Technology Quality Control as well as consultative and policy-making experience of the Department of Telecommunications.

The Viet Nam Telecommunications Authority establishment has been carried out based on the Law on Telecommunications, the Law on Radio frequency and the Governmental Decree No. 25/2011/ND-CP dated June 06th, 2011 on implementing dedicated articles of the Law on Telecommunications, and aims at fostering telecommunications regulatory functions toward a sustainable telecommunications market, conforming to Viet Nam"s commitments in international and regional conventions.

The Viet Nam Telecommunications Authority shall focus on supervising the fulfilment of commitments of telecommunications operators and telecommunication services providers; regulating telecommunications infrastructure, interconnection, telecommunications tariff, promotion, and quality of services; allocating telecommunications numbers; dealing with disputes settlement related to telecommunications issues among telecommunications operators and services providers.

The establishment of the Viet Nam Telecommunications Authority is endeavoured to regulate telecommunications based on market-based mechanism toward socialism orientation, to promote fair competition, to strengthen competitiveness of telecommunications operators and services providers, to deliver diversified broadband telecommunications services with higher quality and lower cost, and parallel to maintain and provide telecommunications universal services nationwide.
