Present at the ceremony were Minister of Information and Communications Le Doan Hop, Deputy Minister of Agriculture and Rural Development Nguyen Minh Quang, Chairman of the Board of Vietnam Multimedia Corporation Thai Minh Tan, representatives from Party Central Committee"s Commission for Propaganda and Education, Government Office, Ministry of Finance, Vietnam Farmer Association as well as other Ministries, Departments.
VTC16 channel was launched based on carrying out Action Program of Government aimed at implementation of Resolution of Party Central Committee’s 7th Conference on agriculture, peasants and rural areas. A Joint Resolution was singed on 24, March 2010 between MIC and MARD on coordination to set up TV Channel specialised on agriculture and peasants. This is the first TV channel in Vietnam, specialized in agriculture and peasants aimed at four audience groups including peasants and those living in rural and mountainous areas, policy makers, scientists, enterprises and organizations related to agriculture and rural development. Peasants are the central and the most importance audience.

VTC16 is a hallmark in terms of communications on agriculture and rural development, Deputy Minister of Agriculture and Rural Development Nguyen Minh Quang said . This TV channel partly provides updated information about agricultural, forestry and fishery market domestically and internationally. VTC16 helps to offer policy- makers clear and exact information on agriculture and rural development in order to make timely adjustments to their policies and guidelines, Deputy Minister Quang added. MARD will work closely with MIC in submitting plan of funding to Government for approval to produce programs for VTC16.
Minister of Information and Communications Le Doan Hop highly appreciated the launching of VTC16. MIC, MARD, MOF and related agencies need to cooperate effectively to help VTC16 become an indispensible TV channel for peasants, Minister Hop said.
