The Regulation on State management of external information together with the Decision No 79/2010/QĐ- TTg, issued by the Prime Minister on 30 November, 2010, takes effect on 15 January 2011.

The aim of this Regulation is to promote functions of State management on foreign information activities. To carry out rules of the regulation effectively, two Ministries coordinated together to build the Joint Circular on guiding the implementation of the Regulation on State management of external information.

The Joint Circular aims to enhance, promote the role of Vietnamese representative offices in foreign countries and create conditions for coordination among those in foreign countries and Ministries, Agencies and Localities in external information works.

The Draft of the Joint Circular includes 9 articles as follows:

Article 1. Scope and subjects of application

Article 2. Providing and guidelines on foreign information to domestic news and press agencies.

Article 3. Planning on a network of foreign- based representatives of Vietnamese news and press agencies.

Article 4. Implementation of foreign information activities in foreign countries.

Article 5. Organization of international press conferences, preparation of answers of leaders of the State and the Government to foreign reporters’ interviews.

Article 6. Permit grant and management to foreign reporters in Viet Nam.

Article 7. Building and implementation of foreign information works, evaluation on the performance of foreign information activities.

Article 8. Implementation responsibility

Article 9. Implementation validity

This Joint Circular will be legal basis for two Ministries to work closely in the work of foreign information.
