Activities of Minister Nguyen Bac Son in the Prime Minister Nguyen Tan Dung’s official visit to the Republic of Cuba and the Republic of Haiti

(Mic.gov.vn) - From March, 26 – 28, 2014, Prime Minister Nguyen Tan Dung led the Vietnam delegation pay an official visit to the Republic of Cuba. In Cuba, Minister Nguyen Bac Son together with Prime Minister attended: the talk with President of Cuba’s Council of State and Council of Ministers, the Jose Marti Medal Awarding Ceremony, the talk with Congress President, the working visit with the First Deputy Chairman of State Council and Council of Ministers, the visit to Embassy of Vietnam in Cuba, the visit and lay wreaths at Jose Marti Memorial and President Ho Chi Minh Memorial, etc.

During the visit in Cuba, Minister Nguyen Bac Son had bilateral working meetings with Chairman of Cuba Communist Party’s Ideology Department, Minister of Communications and Minister of Culture of Cuba. Attending in bilateral meetings were also the staff of the Ministry of Information and Communications, information and communication businesses  (Viettel, Hanel, Bkav) of Vietnam, participated in the delegation of Prime Minister. At the meetings, leaders of Cuban appreciated Vietnam"s achievements in the process of innovation, economic development and hoped Vietnam would share practical experiences to Cuba to study and apply in implementing the Economic Model Updating Strategy adopted by the Sixth Congress of the Communist Party of Cuba in April 2011. The meetings took place in an open and friendly atmosphere based on their mutual trust, with the expectation that in the coming future, the two sides would strengthen their cooperation in the field of information and communications to help strengthen and deepen the traditional relationship between the two countries.

At the meeting with Mr. Rolado Alfonso Borger, Chairman of Cuba Communist Party’s Ideology Department, the two sides exchanged views on the work of cultural ideology in general and the management of the press in particular, in the current development situation. Mr. Rolado Alfonso Borger said, currently, the most important duty of Cuba was successfully carried out the Economic Model Updating Strategy under the spirit of the Resolution of Cuba Communist Party’s Sixth Congress in April 2011 to ensure the building of the socialism. He stressed the importance of information and communications in Cuba’s new developing policies to prevent and counter the flow of false information about Cuba’s situation, causing negative effects on the development of Cuba. Chairman Rolado Alfonso Borger and Minister Nguyen Bac Son also shared both countries" experiences, models, management in the field of journalism and publishing. Minister Nguyen Bac Son introduced the general innovation and integration of Vietnam in the field of culture and international relations. At the end of the meeting, the two sides expressed their desire that under the support of Leaders of the two Parties and States, the cooperation in the field of information and communications would be increasingly deepened and contributed concrete results to the common friendly relations between two countries.

After the meeting with Cuba Communist Party’s Ideology Department, Minister Nguyen Bac Son and his Vietnam delegation had talk with Mr. Maimir Mesa Ramos, Minister of Communications. The two sides exchanged experiences in network and telecommunications services development, potentials in cooperation between the two countries and a number of specific measures of cooperation in the future. Minister Nguyen Bac Son hoped that Cuba’s Ministry of Communications would support Vietnamese enterprises, such as Viettel, VNPT, Bkav participating in the telecommunication and IT market of Cuba. Minister Maimir suggested Vietnam consider to deploy corporation in the field of industrial production (cell phones, computers, etc. ), security solutions, network security as well as training in telecommunications and IT. He stressed, Cuba was ready to create conditions for Vietnamese enterprises in the above-mentioned fields and manufacturing electronic components, to invest and build factories in Cuba’s newly-built processing zone, Mariel. Minister Nguyen Bac Son and participated businesses confirmed their ready for investment and doing business with Cuba’s counterparts to contribute to Cuba’s telecommunications and IT development. At the end of the talk, the two sides agreed in implementing a number of specific forms of cooperation in the field of telecommunications and information security in the near future. On this occasion, Minister Nguyen Bac Son invited Minister Maimir Mesa Ramos pay an official visit to Vietnam in an appropriate time.

In the same day, Minister Nguyen Bac Son had a meeting with Minister of Culture, Mr. Julian Gonzalez Toledo. Both sides pleased with results of traditional cooperation between the two countries through specific activities such as book show and exchange; free copyrights for books published by the other side, etc.  Based on the basis of good political and diplomatic relations between the two countries, Vietnam and Cuba should and could further strengthen their co-operation on journalism, publishing and especially external information to reflect timely the good relationship between the two Parties, Governments and peoples, and achievements that two sides achieved. The two ministers shared the importance of culture, ideology in the construction and development of the two countries. On this occasion, Minister Nguyen Bac Son congratulated Mr. Julian Gonzalez Toledo for his appointment to the position of Minister of Culture. Minister Nguyen Bac Son hope that in the new position, he would have many activities to promote cooperation between two ministries.

During this visit, Prime Minister had given to the Cuba people: 3,000 tons of rice, 100 computers. In particular, Prime Minister also announced that Vietnam would donate 5,000 copyrights of BKAV worth of 4.5 billion VND and 100 scholarships worth of 1.5 billion VND in online training for network security experts, which would be done by Bkav in 03 years.

On March, 28th, 2014, the Vietnam delegation led by Prime Minister Nguyen Tan Dung had paid an official visit to the Republic of Haiti. During this visit, Minister Nguyen Bac Son together with leaders of other sectors accompanied Prime Minister Nguyen Tan Dung in his meeting with Haiti’s President, Chairman of the National Assembly as well as Chairman of the Senate, Deputy Chairman of the National Assembly as well as Chairman of the House of Representatives; his talk with Haiti’s Prime Minister; attend the signing ceremony of a joint declaration between Vietnam and Haiti, and a memorandum of cooperation between the two countries on energy; visit the headquarter of NATCOM Telecommunications Company (a joint venture between Viettel and Haitian Central Bank); place a wreath at the Memorial of Haiti’s heroes; etc. At the talk as well as in the high-level joint statement between Vietnam  and Haiti, the two sides agreed to tighten and further their cooperation, especially in telecommunications (with NATCOM) and food security. So far, NATCOM owned 3,500 km of fiber optic cable to cover 95 % of districts across Haiti, to present, was the first and only company use optical fiber as the major transmission system.

Earlier, Minister Nguyen Bac Son and leaders of other ministries accompanying Prime Minister Nguyen Tan Dung attended activities: Nuclear Security Summit in Netherlands, bilateral meetings with Chairman of European Commission, Germany Prime Minister, etc.
