Purchase of activated prepaid SIM cards to be banned

The purchase and circulation of activated pre-paid Subscriber Identity Module (SIM) cards without registering personal information or with incorrect registration will be strictly prohibited from 1 June 2012. This regulation is included in the newly issued Circular No. 04/2012/TT-BTTTT of the Ministry of Information and Communications on managing pre-paid mobile phone subscribers.

According to this Circular, the purchase, circulation and use of pre-paid multi-function SIM cards to register subscriber information will also be banned.

In addition to, pre- paid mobile subscribers will have to directly register their personal information at agencies for subscriber information registration.

These agencies have to meet requirements including legal aspect, location and minimum equipments. Mobile service providers only sign contract with individuals, organizations that satisfy conditions as promulgated. Any agency does not meet the regulated conditions will be ended operation after six (06) months since 1 June 2012.

Mobile subscribers have to use pre-paid mobile service within 72 hours after completion of information registration.  If the service is not activated, the registered subscriber information will be canceled and they must register as new subscribers.

Pre-paid mobile phone users, who do not register information as prescribed or provide incorrect information will be terminated after 31 August 2012.

The Ministry said that issuance of this circular will contribute to the fair and sustainable development of Vietnam mobile market.

This Circular will take into effect from 1 June 2012.
