On June 28, The Ministry of Information and Communications issued a license to the CK Technology and Communications Joint Stock Co, Vietnam"s sixth digital signature authentication provider. Attending the ceremony were Minister of Information and Communications Le Doan Hop, Deputy Minister Nguyen Minh Hong, representatives from Ministry of Public Security and relevant agencies.

Ministry of Information and Communications (MIC) issued Circular No 13/2011/TT-BTTTT on regulating establishment of representative offices (ref. offices) of foreign publishing houses and organizations in Viet Nam on June 6, 2011 . Accordingly, establishment of ref. offices of foreign publishing houses and organizations in Vietnam must apply for  license from MIC. The circular is considered to be detailed guidelines for foreign publishing houses and organizations to set up a ref.office in Viet Nam and State management  agencies in publication activity.
